Nicky Law does not believe that City have bad players or a bad team, but that they need to work on teamwork.
He met them for the first time on Wednesday, and immediately began preparing for Saturday's FA Cup tie at Walsall.
Law said: "The players here have under-achieved. I think they need a bit of organisation and someone to show them that someone cares.
"Without criticising anyone, I get the feeling that maybe the previous management didn't really want to be here and had given up on it some time ago."
Some Bantams fans did question the commitment of players and the managerial staff during Jefferies's tenure in charge but Law will be looking to change their opinions.
